REASONS FOR FAILURE OF AFGHANISTAN NATIONAL SECURITY FORCES

This study aims to investigate the reasons for inadequacy of Afghan National Security Forces (ANSF), formed by multinational military force under command NATO. For this purpose, security situation in Afghanistan last twenty years has been examined three periods. The first period is International Assistance Force (ISAF) operations from 2001 2010. During period, ISAF took on task both ensuring national and establishing ANSF. second “transition” between 2011 2014, which responsibility transferred. when ANSF assumed country's security. In order understand establishment/operation processes all periods, interviews were conducted with 28 officers (currently retired) assigned region Turkish Armed (TAF). According results, could not stop increasing attacks Taliban seize initiative. ANSF, was entered transition before it gain full operational competence due a lack training equipment. Hearing that United States America (USA) started negotiations during met suspicion negatively affected operations. third responsibility, continued increase, as result, international forces withdrew country September 2021, leaving Taliban. Other factors affecting failure are inability set law country, prevent corruption, unity solidarity among ethnic groups, "national consciousness"
